Registered foreign residents who hold a Foreign Residence Card (formerly the Alien Registration Card) must report a change of address within 15 days of moving into a new residence. Failure to report within this legal timeframe may result in a fine. This requirement applies to all registered foreigners regardless of visa status.
Where to report your change of address
You can complete the report through three primary channels. If you report online, the new address will not be physically printed on the back of your Residence Card.
- Online: Eligible residents can use the HiKorea portal or the Government24 (정부24) website.
- In-person: Visit any of the following offices that have jurisdiction over your new address:
- A local community center (Eup/Myeon/Dong office / 읍·면·동 주민센터)
- A city, district, or ward office (Si/Gun/Gu office / 시·군·구청)
- The local immigration office (지방출입국·외국인관서)
- By Mail: This option is strictly limited to residents living in remote island areas. Applications must be sent via registered mail.
What documents you need for the report
Depending on whether you are applying personally or through a representative, you must provide the following original documents.
Applying in person
- Identification: Your valid passport and Foreign Residence Card.
- Proof of residence: A document proving you live at the new address. Accepted documents include:
- A signed lease or housing rental agreement (임대차 계약서)
- A confirmation of accommodation form (숙소제공확인서)
- Utility payment receipts or dormitory fee receipts clearly showing your name and the new address
Applying through a representative
If you cannot visit in person, a representative may apply on your behalf using:
- A power of attorney (위임장)
- The representative’s valid identification
- Documents proving the relationship (such as a family register)
- The applicant’s proof of residence
Note: For residents under the age of 17, a parent (father or mother) may apply as a representative.
